Maintainer-reviewed pass for SN59. The registry/reviews/maintainer-reviewed.json decision ledger already records this subnet as maintainer-reviewed (elevated 2026-06-20 via the provenance review queue, #1235), but this overlay's own curation.level had drifted and still read community-seeded/unreviewed with categories empty and no website/source-repo surfaces despite website_url/source_repo already being set -- this pass reconciles the file to match the recorded decision. Added the missing website and source-repo surfaces. Fixed 3 surfaces having no probe config at all -- the registry-wide gap tracked in #5932; /health rejects HEAD (405) so its probe uses GET. Diffed the full 16-path OpenAPI schema: added one new no-auth no-param surface, /debug/network (chain connectivity, neuron count, sample hotkeys -- already-public on-chain identifiers). All other undiscovered routes require HTTPBearer auth.
